Vision:

The Upper Skagit Watershed, located in both Canada and the United States is recognized as a unique, ecologically significant North American treasure, protected forever and managed as a single ecosystem. Its natural, cultural and wilderness values are conserved and restored for the sustainable use and enjoyment of current and future generations.

Mission:

To ensure the preservation and protection of the natural and cultural resources and recreational opportunities of the Upper Skagit Watershed to the highest North American management standards through advocacy, promoting international cooperation and strategic partnerships and investments.

Profile and Scope of Activities:  

SEEC was established by the 1984 High Ross Treaty and serves as an advocate for the Upper Skagit Watershed, promoting long-term protection of ecological integrity and acting as a catalyst, convenor and facilitator of cross-border cooperation.

The Commission acts on behalf of current and future generations, promoting awareness of the Upper Skagit Watershed and the remarkable efforts which led to its protection.

Through strategic efforts in research, planning , education and projects that complement rather than duplicate existing initiatives and mandates; the Commission foster collaboration among diverse interests and jurisdictions, provides leverage to expand available resources and stimulates innovative approaches to coooperative management.  

Guiding Principles:

  • Treaty funds shall not be used to replace or supplant operating budgets or responsibilities of public agencies.
  • The Commission shall not enter into obligations for maintenance projects on a continuing basis.
  • No expenditures of the Fund shall be made outside of the Skagit River drainage north of Ross Dam.

Core Strategies:

  • Deploy annual investments strategically to catalyze interest in key issues within the Upper Skagit Watershed and encourage engagement from prospective partners and supporters.
  • Engage government and communities in securing further protection for the Upper Skagit Watershed.
  • Continue to reinforce the concept of the "one ecosystem" approach to conservation at every available opportunity.

Program Areas and Goals:

Education:  To increase understanding of and appreciation and support for the value of the Upper Skagit Watershed.

Recreation: To deliver a quality recreational experience consistent with protecting the natural values of the Upper Skagit Watershed.

Conservation: To achieve long-term protection of the Upper Skagit watershed through a unified ecosystem management approach within a regional conservation context.

Land Management: To secure increased levels of protection for the entire Upper Skagit Watershed.

Outreach and Communications: Secure support for our vision for the upper Skagit Watershed and the work of the Commission.
